Since the COVID pandemic, unemployment claims in Hawaii have risen. Many people have been waiting for a long time to receive unemployment benefits. However, you can file a claim online now. 

To receive unemployment benefits, the Department of Labor and Industrial Relations (DLIR) has set certain eligibility conditions. Applicants must unemployed through no fault of their own.

File a claim certification online

You can file your weekly or bi-weekly claim certifications online at http://uiclaims.hawaii.gov 

You certify for the previous Sunday through Saturday period for weekly filing. Benefits could be withheld if the claim is submitted more than seven days after the certification period has ended.

When submitting biweekly, you certify for the two weeks that ended on Saturday of the first week and began on Sunday of the second week. Benefits could be withheld for late filing if the claim is not submitted within seven days of the end of the two-week window.

How to file a claim certification online?

Follow these steps: 

  1. Log into your account and select “ File a claim certification online” 
  2. Answer questions in the “ Week-ending date, worked and new employment” sections 
  3. Review and submit your claim certification

Note: In order to resume filing claims after two or more weeks without filing any, you must reactivate your claim (exception: partial claims). 

Prior weeks’ claims may be rejected since only those submitted after the reactivation are validly submitted. (See Reopened Claim or Additional Claim.)

If your claim certifications are submitted on time, you meet all eligibility conditions, and there are no active disqualifications, you should be able to get your first check about three weeks after you submit your new claim.

In contrast, any circumstances that pose legal issues will result in a payment holdup while a fact-finding investigation is conducted. You won’t be compensated if your claim is rejected.

You can submit courtesy claim certifications online at http://uiclaims.hawaii.gov for two consecutive weeks if you move out of state to look for work. Respond right away if the online filing system asks you to share your location because failing to do so could result in your benefits being delayed or refused.

If you are moving permanently or staying for a longer period of time than two weeks, transfer your claim. Liable Interstate Benefits (See.) A foreign filing or leaving the state for other personal reasons will raise a question that needs to be looked into.

As soon as you start working again, report your employment on your subsequent claim certification, including the number of hours worked and your weekly gross earnings (even if you haven’t yet been paid).

If you worked fewer than full-time hours the week you returned to work and made less than your WBA, your UI payment will be equal to your WBA less any gross earnings that exceed $150. If you fail to record your gross earnings from employment during the same week that you get UI benefits, fraud may be determined to have occurred.
